The classification of Makkiyah and Madaniyah is one of the important topics in ‘Ulum al-Qur’an. Muslim scholars have formulated several principles to identify the characteristics of Makkiyah and Madaniyah verses or surahs. One of the commonly recognized principles is the use of the address Ya Ayyuhan Nas as a characteristic of Makkiyah verses, while Ya Ayyuhalladzina Amanu is often associated with Madaniyah verses. However, this principle does not apply absolutely. The Qur’an contains Madaniyah verses that use the expression Ya Ayyuhan Nas as a principle for determining Makkiyah and Madaniyah and to explain its exceptions in Madaniyah verses. This study employs a library research method with a descriptive-analytical approach. The primary source of this research is Al-Itqan fi ‘Ulum al-Qur’an and previous studies. The findings indicate that Ya Ayyuhan Nas is one of the characteristics that can be used within the qiyasi approach, but it cannot serve as an absolute basis for determining whether a verse is Makkiyah or Madaniyah. The determination of Makkiyah and Madaniyah should still coonsider transmitted reports (sama’i) as well as other established principles. Therefore, the occurrence of Ya Ayyuhan Nas in Madaniyah verses demonstrates that linguistic characteristics are general indicators and have exceptions.
