Abstract
Human resource management plays a strategic role in improving the quality of educational institutions, especially in Integrated Islamic Elementary Schools (SDIT), which require a combination of professional competence and internalization of Islamic values in teachers. Structured management of teacher recruitment and development through the application of the Planning, Organizing, Actuating, and Controlling (POAC) management functions is essential to ensure sustainable education quality. This study aims to examine and describe the implementation of POAC functions in teacher recruitment and development management at SDIT AlFityan School Bogor. This study uses a qualitative approach with a case study design. Data collection techniques were carried out through in-depth interviews, observations, and documentation studies. Data analysis refers to the Miles and Huberman model, which includes the stages of data reduction, data presentation, and conclusion drawing, with the application of source and technique triangulation to ensure data validity.
The research findings show that the planning function is carried out through the analysis of teaching staff needs and a gradual selection process; organizing is manifested in the placement of teachers according to their competencies, accompanied by a systematic coordination structure; actuating is realized through tiered training programs and continuous development; while controlling is applied through routine evaluations and monitoring of teacher performance. The implementation of POAC has had a positive impact on improving teacher professionalism and the stability of education quality. This study confirms that the synergy between professional management and Islamic values has significant academic and social implications in strengthening the governance of integrated Islamic schools.
