Abstract

The Village Alert Car is a social service innovation initiated by Ngadi Village, Mojo District, Kediri Regency, to improve the quality of services provided to the community. This study aims to analyze the role of the Village Alert Car in supporting the accessibility and effectiveness of social services, particularly in the fields of health, education, emergency services, and other social activities. This study employs a qualitative approach with a single case study design, supported by descriptive quantitative data. Data were collected through in-depth interviews, direct observation, documentation, and questionnaires. The research involved village officials, Village Alert Car officers, community leaders, and residents who had utilized the service. The findings indicate that the Village Alert Car has a significant role in improving access to social services. In the health sector, the vehicle accelerates medical evacuation and transportation to health facilities, particularly for residents in remote areas and emergency situations. The average response time from receiving a call to picking up residents was approximately 20 minutes, compared with approximately one hour when waiting for an ambulance from the nearest health facility. The vehicle is also utilized for educational activities, distribution of social assistance, and other community activities. Based on the SERVQUAL model, the overall average community satisfaction score was 4.18, categorized as satisfied. Responsiveness obtained the highest score of 4.5, followed by empathy at 4.4, reliability at 4.2, tangibles at 4.0, and assurance at 3.8. The main challenges include limited operational and maintenance budgets, limited human resources, insufficient first-aid training for drivers, and differences in perceptions regarding the use of the vehicle for transporting deceased persons between villages. The study concludes that the Village Alert Car represents an effective local innovation that contributes positively to the quality of social services in Ngadi Village.
